You will need to also cite the location or source you obtained the manual from, author, edition, publication year, page number, Web URL, etc.  Example:

If I obtained this resource from the Web (and this depends if you are citing in MLA, APA, etc):

NAVEDTRA 134A. Training Manual. Naval Education and Training Command. Department of the Navy. 2009. (list page numbers    you used here).  http://www.netc.navy.mil/ile/_Documents/NETCResource/NAVEDTRA_134A.pdf
